40. Scrutinizers.
i. Any nominee or candidate for elected office within the Sierra Leone People’s Democratic League may appoint a scrutineer for the purpose of that election.
ii.The National Executive Committee of the PDL shall be responsible to ensure the presence of PDL scrutineers for the counting of ballots in a referendum.
Article xv.
41. Special Organs
i. There shall be special Organs of the PDL .
ii. The special Organs shall form the Wings of the PDL.
iii. The Wings of the PDL shall consist of the following:
a. Women
b. Youth
c. Labour
d. The Elderly
e. Sierra Leoneans in the Diaspora.
iv. The special Organs shall form the wings of the PDL.
v. The special Organs or wings of the PDL shall be autonomous in their working.
vi. The National Executive Committee of the PDL shall frame rules for internal workings of the special Organs or Wings of the PDL.
42. Special Chapters.
i. There shall be Special Chapters of the PDL.
ii. The Special Chapters of the PDL shall be established under the co-ordination of the National Executive Committee of the PDL.
iii. The Special Chapters of the PDL shall be established as and when the need arises.
iv. All such Chapters exist to serve the purpose of membership in special situation.
v. All such Chapters of the PDL shall function independent of other Chapters, subject to the provision of this Constitution.
vi. Approval for the establishment of a Special Chapter shall be sought by a minimum of fifteen members of the PDL exposed to the special situation after a resolution to that effect has been taken by them.
vii. The National Executive Committee of the PDL shall examine the circumstances of all such applications and shall have the power to approve or reject the formation of any such Chapter.
viii. The modus-operandi of the Special Chapter of the PDL shall conform with the provisions of this Constitution.
43. Standing Committees.
i. There shall be Standing Committees of the PDL.
ii. The National Conference of the PDL shall constitute Standing Committees of the PDL.
iii. The following shall be the Standing Committees of the PDL:
a. Peace and Reconciliation Committee
b. Research, Strategy and Planning Committee
c. Human Resource ( education, youth, sports, arts and culture) Development Committee
d. Economic Resource Management and Development Committee
e. Finance Committee
f. Environmental Protection and Management Committee
g. Media and Publicity Committee
h. Political and Constitutional Affairs Committee
i. Political Education, Conscientisation and Mass Mobilisation Committee
j. Utilities Supply Committee.
k. Agriculture, Food Production and food Security Committee
l. Women and Child Development Committee
m. National Security and Public Safety Affairs Committee
n. Chieftaincy and Tribal Affairs Committee.
o. Mano River Union ( MRU) Affairs Committee
p. African Affairs Committee
q. International Solidarity Committee
r. Any other Committee/s that shall be deemed necessary from time to time by the National Conference of the PDL
iv. The composition of the Standing Committees of the PDL shall be democratic, inclusive and reflective of the diversity of Sierra Leone, and shall have regards to the specialisation, professional calling and aptitude of members.
v. Members of the Standing Committees of the PDL shall hold office for five years and shall be eligible for re-appointment.
vi. The Standing Committees may co-opt for the purpose of their deliberations and work, any person who may help advance the cause of the PDL.
vii. The National Conference shall appoint the Chairpersons, Deputy Chairpersons and members of the Standing Committees
viii. The Standing Committees shall conduct research of any kind and on any subject considered germane to the aims and objectives of the PDL and initiate schemes for implementing its recommendations.
ix. The functions of the Standing Committees of the PDL shall be co-ordinated by the National Conference.
x. Like the National Conference, the Provincial Convention and the District and Constituency Working Committees shall have power to set up Standing Committees, and where necessary, Ad-Hoc Committees.
Article xvi.
44. Trustees.
i. There shall be Board of Trustees of the PDL.
ii. Membership of the Board of Trustees of the PDL shall consist of seven (7) people drawn from each Provincial Organ of the PDL, including the Capital and its Territory.
iii. Membership of the Board of Trustees shall be appointed by the National Executive Committee and shall hold office at the pleasure of the National Executive committee.
iv.Members of the Board of Trustees shall be persons of unquestionable character.
a. Functions.
i. The Trustees shall perform all functions vested in them by Law and by this Constitution.
ii. The Trustees shall appoint among its members a Chairman, Vice-Chairman and a General Secretary
iii. All properties of the PDL shall be vested in the Trustees who shall also execute such Trust and Deeds as may be decided by the National Executive Committee.
iv. The Trustees shall have power to sue or be sued on behalf of the PDL at the pleasure of the National Executive Committee.
b. Meetings.
The Board of Trustees of the PDL shall meet once in every four months.
Article xvii.
45. Rules and Regulations.
All organs of the PDL shall have powers to make rules and regulations for the smooth running of the PDL provided that such rules and regulations are not in conflict with the provisions of this constitution.
