sure it can fly, but there are rules against 'weapons systems' as useful as that ( weapons could easily be refitted, and by it's nature could be used as a weapon itself from a ship etc ) in civilian hands, plus it would take a lot to convince people like the CAA / FAA about pilot competence and maintenance.

You would probably need new HUD/ Stability system software too ( impossibly expensive not to mention secrecy etc ) as some of the handling profiles are tied in to weapon aiming and recovery modes.

The main stopper is it would be too useful in the wrong hands, plus 'friendly' existing customer governments are likely to want an airworthy example.
