Hi yes he could be as they did make Canadian versions. However, since his eyes are pinwheel it's possible that they've been put in by someone as it's far more common for those to come with "Glassine" eyes It also depends on the color of the eyes. They only made blonde Tiny Chatty Brothers (in case this one you have has brunette hair). If yours has brown hair it's a girl. The only difference between the two Tiny's is that Tiny Chatty Brother has a distinct side part in his hair. If your doll does not have this side part then it's a Tiny Chatty Girl. You may heat up the head with water that was boiled and cooled for five mintutes, then hang the doll over the sink and pour the hot water (using a large glass measuring cup or something like that) over the neck area only. Be sure to have a couple towels right there, one covering the speaker, and make sure no water gets into the eyes or body. Sort of tilt the doll in such a way that water will not drip down into the body and will not drip into the eyes. After repeatedly pouring hot water across the neck it will get pliable and then you can just slip the head over and off. If the doll has a hard face then the dolls eyes are NOT original. To be a Canadian it must have a soft face. Prior to putting the head back on make sure it is dry inside and out. Then to get it back on the body, you just use a blow dryer on high heat for a couple minutes heating up the open neck hole. Then when soft, twist and turn and push and pull/stretch the vinyl with your finger over the over the neck. You will not hurt the dolls head by doing this. It will cool off and be just fine after it's been back on for a few minutes. Just do not heat up the torso. The hard plastic can't withstand heat. The head and limbs can. Don't burn yourself! Check that your Tiny has the soft face prior to attempting to remove the head. That right there will tell you the eyes aren't original if the face is hard.
