First of all, I didn't read the entire theory. For one, the type you used and the color make it pretty difficult to read. Plus it's pretty lengthy. Putting it in an outline format makes it easier to read. Web design tip, in body text on the web, don't use italics and make sure the font color isn't tiring to the eyes. It also helps to accent keywords using bold. Arial font is the most readable on the web.
Second, it seems as if you are saying that you think a perfect world is based solely on financial stability, which isn't universally acheivable. As you probably know, there are countless people who are financially well off, yet still cannot successfully raise their children, and their children many times end up a burden to others or as you put it, involuntary risk to others.
You make a valid point about the required training of pilots, doctors and such but no required institutional training in place for parents. There are no real measurable qualifications to becoming a parent except that both male and female involved have the right stuff. But we do all have teachers in parenting, relationships and learning to provide and care for ourselves and families. Those teachers are our own parents or caregivers, as it should be.
Lastly, and unfortunately because of our own human selfishness, weaknesses, and sinfulness (yes sin) we and those we love, those around us, suffer the consequences of our sins, and become a risk for others,and pass those same sins on from generation to generation for the most part...but not all do. There is a course that our world (and people in it) that is leading to deterioration. It is solely by ourselves that we head there. Yet, there is a future hope, a utopia of sorts that we all envision, strive for and deep down (as you are seeking) we all seek this place. As you have probably heard before, it can only be acheived and reached through Jesus's saving grace.
We can't get there on our own.
Until that time, all we can do is control ourselves with Christ's help, and do the best we can to take care of our children, teaching them the same, and yada yada yada.
But financial prerequisite to parenthood is so far off the mark. Wow!
