Jerry, The "proxy ballot" is not for nominations and voting on who will be on the board. They are for Board Members to represent you, the member, during the ongoing business of the Association. I feel the “proxy ballot” should be valid for the "term" of the Board Member.
The written ballot process is both time critical and expensive, not an "over-night" solution, where as a proxy ballot can be used at "board meetings" and "general meetings" to move faster on a "mid-level" issue.
I can't foresee what will be "mid-level" or "critical" issues at this point in time, but I do know that the Board needs to move quickly on some issues at times and the a balloting process would be both costly and time consuming.
Remember you don't have to participate in the Proxy vote, you may attend the meetings or abstain, and the bottom-line is, without a lot of local support. Ballot preparation, printing and mailing, counting ballots and all the leg work involved, is a lot of work for one or two volunteers.
