David,
Are you saying that you have a plan for the Board to "adjust" for negative returns without increasing contributions or "hurting" the PRAA? One key elemet you mention is "Growth" which includes contributions! How much of the loss can be made up by increasing contibutions to the maximum vs trying to keep them at the minimum? Are retirees expected to take it in the shorts again so that actives won't have to pay for the better benifit? What's your plan David?
