The resistor assy is probably bad,
Pull connector off resistor assy. Use a test light between ground and each terminal of the connector. Light should light up on one terminal for every blower position. If that happens, switch is fine, resistor assy. is bad. Also, remove resistor assy, and measure resistance across elements, look for burned up elements.
