You are quite correct, Bill. Unfortunately, it has become somewhere between difficult and impossible to remove students who refuse to learn or are simply disruptive of the system in place. In public schools, it is virtually impossible to remove a student from the classroom for anything short of serious physical violence. Even in private schools, attempts to remove disruptive students who do not wish to learn or participate far too often results in litigation which is itself disruptive of the school's program and creates unreasonable expenses which ultimately endanger the ability of the school to function and survive financially.
