because of the possibility of marriage, this is now the state between the kaiser and the kaiserin. ie, the kaiserin is no longer the kaiser's "chosen", she is the kaiser's first wife by marriage (since polygamy is currently allowed by the core). the kaiser is the only person who cannot divorce, so he has to choose his wife very carefully.
since the kaiser cannot authorise his own matrimony, he is expected to find somebody else suitable to such a thing. a suitable person may be:
- the current divine deity
- a previous kaiser/kaiserin
- the chancellor
- an emperor/empress
ie, someone with significant status. an ordinary territory leader probably isn't significant enough but will suffice if there none of the above are available.
also, an additional element i just thought of to marriages in general.
the bride and groom may wish to seek a matrimonial blessing from the current divine deity (that is, the current person occupying the shrine/ruling/whatever, not just any random divine). obviously depending on who the divine deity is, it may be rare or common practice for them to give a blessing. the blessing may be something as small as a simple "good luck" or it may be something more - such as an actual blessing or a magical gift.
please note, however, that such gifts/blessings/etc are instantly removed in the event of divorce.
