Yes, the essential idea is to make up a riddle, giving clues to the mare you are stealing, the stallion you are stealing from, and the herd they live in, or if they reside in limbo you have to give a clue to that effect also.
There are specifics on how many of what kind of clue you need in order for your steal to be valid in the steal section of the rules.
