I have a question about the Mike Deeson scenario (the half filled glasses of water).

I thought the Base Account was replenished by both Firefighter and Police Officers along with the City (Tax payers) and it was replenished over a period of time. Not a "Lump Sum" from Tax Payers.

Which is true?

Just trying to understand.
