Subject: Investigative Update: Officer Curtis and Officer Kocab

As you are all aware, we have yet to take Dontae Morris into custody. I understand and feel the frustration over not being able to bring this investigation to a successful conclusion, especially considering the amount of resources and intense effort that is focused on his capture. We are pulling the net in tighter as each hour passes and I remain confident that it is only a matter of time before he is found.

We continue to receive promising leads and information, over 300 to date. The unified command is working well, as information is being received, vetted and integrated into investigative assignments. We have over 15 agencies involved in this investigation and everyone is working in a concerted approach.

Information obtained during our investigation has lead to naming Dontae Morris as a suspect in the shooting death of Derrick Anderson in Kenneth Court apartments some time ago. Our investigative efforts have also revealed that he is a person of interest in two other homicides. This would bring the total to five homicides since he was released from prison in April of this year. Someone who would gun down two police officers, after potentially committing three other homicides is a cold-blooded killer.

As we work to track him down, and we will, I remind each of you to remain cognizant of his past and potential danger. We are professionals and will do what it takes to apprehend Dontae Morris. The level of force used in that apprehension will be dictated by his actions. As I have said repeatedly, it is in his best interest to turn himself in to the police.

At this point we are all tired, frustrated and emotionally drained, yet determined to see this through for the sake of Dave and Jeff’s families, as well as our community. I want you all to stay focused and committed. In order to do so you must take care of yourselves. The last thing we can have happen is for another officer to be injured.

As we prepare to pay tribute to Dave and Jeff, I want you to know that I am very proud to be serving along side each of you. We are a great organization and we will pull through this together.

Subject: Officer David Curtis and Officer Jeff Kocab

Our TPD family and the community as a whole has suffered a seemingly insurmountable loss. We are all devastated by the tragic deaths of Officer Curtis and Officer Kocab. They were outstanding officers and fine individuals. What makes their deaths even more difficult to comprehend is that they did everything by the book when they tried to take a seemingly minor criminal into custody.

We have surrounded their families with support and will remain at their sides as we provide David and Jeff with the honorable burial that is befitting their sacrifice. We will stay by their sides in the days, weeks and years that follow, as they are a part of our family.

Unfortunately the search for Donte Morris continues. I have no doubt that he will be found and brought to justice. We are working with a number of law enforcement agencies on the local, state and federal level to close any potential escape routes and to draw the net in around him. The Hillsborough County Sheriff’s Office is working side by side with us, as we would with them, to take this killer into custody.

I understand the frustration concerning the release of Cortnee Brantley, the driver of the car that Donte Morris was in, however you must trust in the investigative tactics of our homicide detectives. Our immediate goal is to take Donte Morris into custody, we will deal with others when that is accomplished.

Currently there is a $100,000 reward for the capture of Donte Morris. As a result we are receiving a number of tips and officers are generating continuous leads. Until the suspect is in custody, I will be providing a daily briefing outlining our progress, so that each of you has the latest information.

There is no single event that is more devastating to a law enforcement agency than the death of an officer. We are all overwhelmed by our loss, but we will get through this together. There is no finer law enforcement agency in the nation and a large part of that greatness is our sense of family.

Keep the families of Officer David Curtis and Officer Jeff Kocab in your thoughts and prayers. God bless and be safe.
