I think one error on my part was that I used the preceeding 12 months instead of 24. As for your question about the board making adjustments, I found out not too long ago that they can pretty much do what they want. I believe that this section allows the board to adjust the "Index" but not the COLA. And I believe this is there in case there is a basis point type of change. I also think that this was changed by the Bureau of Labor Statistics on one ocassion. I think the 1982-84=100 Basis was changed and adjustments were probably needed at that time. I just hope that the board does not get involved in changes because of measuring stick changes eg; market basket items and the such.
