You can steal from any kingdom, up to two horses. The allied kingdoms we can steal from freely, only serving as practice and the horse (if successfully stolen) will serve its time and go home without problems. If you want to steal from a non-allied kingdom you can expect them to challenge you though.
If you don't mind that then there's no limit on whom to steal.
You can always drop by a mail to see if your steal is good too.
