Not likely. The body actually requires iodine, but some forms of iodine are toxic. So the problem could simply be your body is not dealing with the form of iodine you are taking.

Otherwise the only things I can think of is that either you are not uptaking the iodine properly or you have Hashimoto's thyroidosis being aggravated by the iodine. Uptake by cells is regulated by a compound known as cyclic adenosine monophosphate (cAMP). Low levels of cAMP therefore could lead to an inability to utilize iodine properly. Actually, cAMP regulates a number of things in the body. It is also known that elevated iodine levels can aggravate hypothyroidism from Hashimoto's.

I think your best choice is to get a little straight kelp and try it to see if you have any reactions. If not then the problem would be with the form of iodine you are taking. If not then the other two options can be looked at.
