It is forbidden to leave the Cove during the breeding season, period.
If you get knocked up by anyone other than Governor, the child will be sent to its father upon birth (without you).
Alpha mare is a position that can only be obtained by fighting for it or votes by the mares. Governor can take away the position for whatever reason he sees fit, however.
It is the Alpha Mare's responsibility to see to petty disputes among herd mates, and be a standing 'female' figure for the herd unless otherwise stated. She must also greet visitors.
Daughters will be used for trades and to forge alliances, by Governor himself. Sons must leave upon maturity or risk being chased out. This includes the second's sons. The second's daughters, he can do whatever he wishes with them.
Fraternizing with enemies is not allowed. Governor will punish you.
Disobeying any of these rules will make your life much harder than it needs to be.
