This is debatable subject just like saugeye reproducing . The answer yes for both, some fish go over the top and yes saugeye reproduce . Don't believe me, check for yourself, Ohio State biologist did a study on both subjects and found out that saugeye will reproduce in the wild on their own and during heavy flows over a spillway fish will unwillingly go over the top but not in numbers that will have an adverse affect on a large body of water.
