Skill -equals- excellent Mother Nature skills, TOW (time-on-water), proven self-created methods, use your 'thinker to think like a fish that you are 'chasing, fish for "active fish", have a good set of proven tools for the conditions (GPS maps/tackle/boat & etc), be a 24/7 angler to increase your skill level, have the skill of when to drop-the-hammer, lots of years of hard work/refinement & the list goes on...
No-one ever attains the top-rung of the skill ladder & it is a on-going yearly process to learn new skills/methods to climb another rung on the ladder...
