It could be egg dumping, as Bob suggests. Another thing that occurs with Common Mergansers and certain other waterfowl is crèching--where females do incubate their eggs, which hatch, following which one or more broods are merged (the 'crèche') and one female (or one pair in some geese) is left with the burden of all. I suppose a female could incubate 14 eggs, but when these broods exceed about a dozen or so eggs, it is more likely to be from a crèche than egg dumping.
