there's not a specific rule; it's something which has come under question before and needs properly defining. the current accepted way to use reusable exploration items is that they can only be used one at a time, but can be used by any character.
so say for example that i have two characters called jodie and freddie, and 1 of each of the items required to do an exploration. if i send jodie on an exploration, i cannot then send freddie on one using the same items while jodie is still out exploring (the exploration board specifies the lengths of each exploration). however, once jodie gets back, i can then send freddie out using the same items. to send jodie and freddie out at the same time, i'd need two of each item. does that make sense?
