Fred, the answer you received from whomever you asked is correct. The Houston's criminal case has not yet been resolved. Because they have asked for benefits, and they are entitled to their contributions regardless of the outcome, the board is giving them monthly benefits until the amount reaches their contributions. Then benefits will stop. The outcome of the criminal case will dictate whether they are entitled to further benefits. I don't think there is any clearer explanation.
