Name is still available, just same exact character cannot be joined if it is dead. It is all explained on the updates board too :) any character deleted on there is considered dead. You can just stop posting or post them as hiatused if you want to keep the character bust not use it currently. Also - any character not posted to an activity check is considered inactive, in which case they must be rejoined before played. A character not posted to an activity check also no lover has dibs on that name so anothe player could join a character with that name, in which case the original character could not be rejoined. :)
