prevent wind

I wished to check that “pre-vent” referred to allowing sails to fill with wind to aid departure, and also that the hyphen could be omitted, so that “prevent” could mean “assist” and also “hinder”. Googling “prevent (wind)” gave only medical information. Can anyone confirm the “assist” meaning of “pre-vent”?
