Having read all this here is my take on the deal.

The super pull is to be run under the rules for the pulling year of that pull. I.E. the super in March is for the 2016 pulling year, therefore the pull must be run under the rules as the were during 2016. Per the rule I have revised 3-1-13 it statesunder general rules that an optional 24' track can be used as long as the use of that longer track is advertised in the "Puller's Post". So the way I see it is if the guy hosting the Super Pull wants to use a 24' track all he has to do is get it listed in the newsletter as such.
