You're absolutely right. Whilst X's "offshoots" would fall within the looser semi/partial definition his own ones require that the other words form a shorter definition than the full one.
In his own example:
Tower where one might see a man like Col. Fairfax show impatience (9)
which depends on Beauchamp Tower (part of the Tower of London) and Col F's being (presumably) Elsie's beau in Yeoman of the Guard (stretching a bit but on that basis it certainly works), there is nothing spare.
That's allowing "where one might see" as a (rather wonderful) link - a shame most modern setters are scared of that sort of thing. Replies: There have been no replies.
