There are two reasons that I know of for this message - one is genuine incompatibility of the program with the OS and the other is some form of corruption (so the OS is saying "I don't recognise this as a file which I can execute"). Incompatibility is not the issue here - I have installed the Lingea software used by the Chambers CD-ROM (which is 32-bit) on x64 Windows 7, 8 and 10 systems (and it sounds like you've previously installed it on your x64 Windows 7 configuration as well). That leaves us with a corruption; if a non-executable file is renamed to have a .exe extension it will generate a similar error when run. It may be worth (a) trying to run an executable file (any executable file) from a different CD, and (b) copying the Chambers setup.exe file to your hard disk and trying to run it from there. If (a) works and in (b) the file copies ok but gives you the same error when run (rather than 'unable to load mbx file') - and you don't have any 'virus problems' - then I would be inclined to suspect an antivirus program interfering with the executable when it tries to load or a corruption of the CD (the latter being unlikely).
