Rules

Just a question here. What good is the rule book when the final say is up to a tech official working that day? I watched the video of pinetops and watched them push running bear back to the sled, which is against the rules. I heard Larry say he isn't checking fuel unless it's brought up. I saw a truck jump forward as it started because it was in gear with two officials right by it. Not to mention the hook timer had to be expired. There are also rule interpretations that are event to event based on the tech. So in short, what good are the rules when the competitors and officials are too good of friends to make a call?
