So, power play is a pretty fine line but, it does come easier to 'get' once you play around for a while.

From what I understand, the main issue is that Juris claimed that they would definitely follow the coyote. Essentially, that is forcing another character to do something - in more exaggerated terms, it'd be like saying they definitely died because your character attacked them. It takes away the other player's autonomy and negates a character's personality and experience. So, we try to avoid that.

Now! Because it was decided in advance that Juris was to get away with it, it could be approached by just explaining why they'd be more likely to go after the coyote. That way, the other player sort of knows that the other is supposed to get away with it but can decide just how much their characters get fooled.

So Juris could mention that a coyote not only smelt like them but also was moving around the same area. Because coyote's look similar, maybe Juris waited until the coyote made some noise and then decided to leave in secret. It'd be implied to the other player that the most logical response is that their character would be fooled, at least in a sense that they'd not see Juris but only smell them. It lets you get away and it lets them still retain some power in their decision.

Here's a pretty handy write up on power play: here, clicky! It goes through some examples and how things can be worded otherwise. It's a little skewed towards other forms of role play but can be used here too.

Just be noted that sometimes people will let you power play to an extent though but it will always be made clear :)
Example, I know I sometimes tell people in an OOC note in a post that their character can PP a bit so we can move a plot along more or because I'm in the mood for something unexpected! It's always a two-way street though and all parties involved will be aware of what kind of PP is allowed.
