All of the former Soviet countries and their allies (communist countries like Poland and so on) were not competing in powerlifting prior to the fall of communism. The reason for this is the sport was not an international sport on the Olympic level so the powers that be would not waste time with developing athletes for it. Once communism fell, more participation in sports that were not Olympic sports increased and this led to the former Soviet countries along with other communist nations joining in, bringing a new talent pool along with superior training along with a totally different mentality to developing athletes (I.E. a multi-year approach and not just deciding to powerlifting after a football, pro wrestling or bouncing/doorman career has fallen through).
You can find fault in this theory if you want, but of all the IPF worlds won by the former USPF, not one of those probably had an opponent from the former communist block and even if it did it was prior to any dedication to training for powerlifting. Just look at the Olympic statistics of the US vs the USSR and you will see the results speak for themselves. If you include US vs USSR and the aligned countries, it becomes even more damning.
