It's basically for putting down the references at the end of the article ( the ones you have "quoted" in your study). I remember someone mentioning 5 years but more than that like 10 years don't go down very well. Of course if it's a landmark reference then the 'rule' is ignored.
Could you please confirm/ shed more light on the issue)
