I'm not exactly sure how option C would work. I think what makes the steal board an interesting and valuable option is the fact that it can be anonymous. I guess it could technically be anonymous using the "escape" subject-line method, but I guess I'd like to know how this would be played out in character... That's the part I'm having a tough time visualizing. But I'm not necessarily against it.
Without further clarification, I would vote B to keep the steal board for the anonymous reason to let others steal for their freedom. Replies:
