Are there meteorological parameters to define "chilly" and "cold"?

There was a woman on the radio this morning - one of the "whizzo" meteorologists we discuss so frequently on GWCR, I'm sure - who told us that it was FIVE degrees in Kansas City at that point, with a MINUS SIX chill index. Further, she advised us that it was going to be "chilly" all day long!!!

Admittedly, I'm NOT a meteorologist, but - - I doubt a minus-six chill index would qualify as "chilly," even in Fairbanks, Alaska.

C'mon; get a CLUE, crew!!! Get a grip on use of the English language!!!
