The key here is the definition of "acceptable" risk. Imo, I wouldn't even consider ordering one to go in. I would, however, order a marine, seal, or other military person to perform the mission if needed.
It's just way too stacked against one officer. Unknown number of threats, unknown location, no description of perp(s), unknown what weapons perp(s) has, unknown if there are hostages, on and on. What's one guy with a pistol gonna do?
For all he knew there were four gunman, all with semi-auto rifles, pistols, shotguns, body armour, grenades, etc. They've barricaded themselves into a nice spot for defense and they have hostages. Robocop walks in to that and best case he shoots one, then is pummeled and dies and they get pissed off and start killing hostages. It's just a really bad idea to go into an unknown situation with only a pistol. Replies:
