If Freya wondered to the Bay and he caught sight of her, he would defiantly come talk to her. He might even have an interesting offer for her in attempts to get her to live in the Inlet :P.
There is also Warsaw's little sister who could be thrown in somehow. She is sweet and unlike Warsaw, but she is also mute so he pretty much controls her wellbeing.
Considering Mikhail if he ever decides to travel back to the Lagoon I have Cullen who would try to convince him to stay to increase numbers. He could also meet Cullen's mother who is being held by Cullen in the Lagoon. She is a little nuts due to traumatic events, but she is an interesting character to talk to.
