I was 98% sure this would happen.
Right now, at the national level, the looming "must pass" budget bill has about 80 "riders" attached to it. Typical stealth mode, items that wouldn't make it on their own - that might provoke a huge public outcry - are tacked on at the last legal second and sneak right through.
Eg: the "The Unlawful Internet Gambling Enforcement Act" was a rider on the slam dunk "must pass" SAFE Port Act in 2006. And what part of the session was it passed in? Try "the last day before Congress adjourned for the 2006 elections." According to one senator, "No one on the Senate–House Conference Committee had seen the final language of the bill before it was passed."
Our government has no shame.
Anyhow, clearly this chicanery technique works - especially against an uninformed and apathetic citizenry - so seeing that decoupling has been trotted out repeatedly, why wouldn't it show up again, but this time at the last possible - Surprise, MF! - minute?
