The below-linked article in the Naval Institute Daily Proceedings takes the opposite position to the one put forward in the article linked in the above post arguing against XO/CO Fleet-up in the same ship--- suggesting that such fleet-up is the best way to go.
Maybe a compromise might be to fleet-up the XO to being CO of a different ship of exactly the same class.
This would have the advantage of the new CO's having detailed familiarity with all of the technical features/capabilities of his new command, while still retaining the aura of a new commanding officer---The XO might have lost a little bit of that aura after having conducted "daily inspections of all messing, berthing and head spaces" for a period of eighteen months.
This would require timing the changes of the XO and the CO so that they wouldn't occur simultaneously.
