It is because they are not seen as foreign even though they are.
It doesn't matter if your grandparents migrated here 50 years ago, if your skin is a different colour you are immediately a foreigner and will be asked where you came from like you arrived here yesterday..
Is frankly ridiculous, if your name is carpenter are you asked repeatedly if your parents are carpenters though they might have been 20 generations ago...
