That's a good question.
I think the reasoning behind the DFE concept might be that--although the carrier is not here today, the adversary doesn't know whether or not it might be here tomorrow.
Therefore, he has to be worried about the possibility that it might be here tomorrow.
I personally don't think much of the DFE concept, even though it might allow for some cutting back on deployment time for the carriers.
