I think the major element surrounding the health care issue in the current election is "coverage of pre-existing conditions".
The Democrats are arguing that despite the recent Republican non-binding congressional resolution supporting coverage of pre-existing conditions, the record will show that other Republican actions, both past and present, don't support their current alleged stance on pre-existing conditions.
