The below-linked article describes a strange "Trump Twist" on the Shutdown.

In another strange statement to the troops in Iraq, Trump told them that last year he gave them the first pay raise they had received in ten years. (See below:https://www.cnn.com/2018/12/26/politics/trump-misleads-military-pay-raise-again/index.html)--and you know that the troops must know what they have been receiving in pay raises!
In a subsequent statement, the White House said that Trump had meant to say he gotten them the biggest pay raise they had received in ten years.
According to another article, the size of the military pay raise is arrived at by a pre-determined formula, not by the personal action of the President. That article went on to say that Trump had previously tried to get the Congress to lower the pre-determined amount prescribed by the formula.
