New broom syndrome? 
Change for change sake?
I recall an idiotic newly promoted Superintendent who took command of the South Manchester Division of GMP in the early 90's. To make his mark and ' stamp ' his supposed authority he set about changing well established Divisional procedures and in doing so created absolute havoc. I was then the Senior Divisional Training Officer in GMP and he and I had literally nose to nose ' discussions ' about various issues. He was in post for around six months then moved. He was a perfect example of the over promoted product of the Graduate Entrant Scheme and a darling of the then burgeoning PC Brigade. He was an early example of why Police Commanders of the new millennium have destroyed public faith in policing and are simply not up to the challenges of senior rank. These days Senior Army Commanders and supposed ' leaders of men ' are paddling in the same canoe of ineptitude and appear to be willing servants of the PC Brigade.
