Speaking of moving legislation forward in a divided Congress.
It's surprising to to me that Trump, knowing that his current budget proposal will never make it past a Democratic House, would propose an $845 billion budget cut to Medicare [over ten years], a $217 billion cut to the Food Stamp Program, etc..

It looks to me like he is just providing the Democratic opposition with some strong ammunition for the 2020 campaign.
[Maybe the forthcoming detailed budget proposal will soften the blow by passing along some of the costs to the states, etc..]
