Pentagon needs new enemies

The Pentagon wants to spend 25 billion on nuclear weapons to compete with China�s growing arsenal.

I'm really, really curious of the mentality of the people who set themselves up as the protector. How many times more than complete annihilation do you really need to budget for? Or could you maybe funnel the taxpayers cash into, oh I don't know, making friends, helping people etc. and not needing any nukes? Just a few questions from a mind tired of all the insanity?
