Bill,
Santorum was a senator but never governor. Re the main point, you are correct in a general sense but in the particular case of finding Trump did not collude with Russia it does seem impossible for him to commit "obstruction" i trying to close down the case. Knowing that there was no crime the President had a duty to try to shut it down. It would save a lot of resources amd 26 million dollars.
