Red Admirals can't survive cold winters, so in the fall they move south to warmer places like the Carolinas, Georgia, and Texas. They will produce a new generation and when spring comes, it is the new generations that begin migrating. These butterflies start repopulating the northern states and will also reach Canada in good years. Other Vanessa species (Painted Lady and American Lady) also migrate into Ontario. Last year there seemed to be very few that made it this far north.
