It is not clear to me reading the part about Adm Schade interview that he actually reveals knowledge that the Soviet's had attacked the Scorpion. There is no doubt the Navy knew the sub was lost days earlier than the announced non-arrival at Norfolk but the Soviet role is still not established. I guess the Navy position remains that the cause is unknown.
