I understand what you are saying but I still don't think he can be charged for game fixing. There was no intent by El Barba to get to a desired outcome of a game. All the game fixing arrests I know of involve an investigation over a period of time and the gathering of betting records to establish a pattern of poor play by a certain player or players.
There's no way I agree with what El Barba did, I just don't believe it was a criminal act.
El Barba should be dealt with administratively, not criminally, which is what I think is happening.
