The pension office just announced that the preliminary rate of return for fiscal year 2019 is a positive 4.3 percent. This number won't be official until the pension board approves it. It falls far short of the necessary 10% as the first step for the 13th check. And, because the base plan requires a mandatory 5%, there will be a small make- up payment.
