An overlooked fact. The Korans (at least when I was there() are a very obedient people (unless really riled up). I would bet that every Korean has a mask and is more than willing to wear it! You can see masks regularly in the Far East in the best of times by people with flu, etc.No one told them to wear them, they just do it out of respect for their countrymen.
