I can't speak for Chaos but I think, given that territory owners can strip co- and sub-leads of their titles at any time, it would make sense for them to have a say in whether the titles are challengeable or not. Otherwise a horse could theoretically challenge for the title of co-/sub-lead, win it, and them immediately be stripped of their title if the territory owner didn't want them there. Having the territory owner dictate whether the title could be challenged for in the first place would prevent all that time and effort being wasted imo. ^^
